Reporting to the Program Manager for Community Empowerment, Agriculture and Nutrition, IMA World Health, DFID / ASSP Project, this technical specialist will strengthen ASSP’s capacity to monitor, identify, investigate, resolve and report on fraud and corruption cases. He or she will work closely with MOPH auditors, implementing partners, IMA program officers and DFID anti-fraud/corruption officers.
Responsibilities will include (but not necessarily be limited to) the following:
Monitor IMA efforts to address fraud and fiduciary risk issues identified by the IMA internal auditor and keep them on track
Monitor results of routine spot checking for indications of theft or fraud in medicine distributions in all pools, preparing a brief synthesis of observations from all pools.
Conduct occasional audits of areas of special concern such as :
the subsidies for DPS, HZ and CODESA
medical equipment and furnishings distributed
management of project vehicles and funds provided for maintenance and operations
Coordinate management of fraud / theft cases identified by ASSP stakeholders and reported on to DFID
maintain close contact with implementing partner’s lead person(s) on anti-fraud/corruption and provincial health inspectors (PHI) to assess case progress
troubleshoot problems when PHI and IPs bogged down
Present action options to IMA senior staff when intervention of MOPH or DFID is deemed appropriate
Prepare monthly status report on open fraud cases
Maintain databases of fraud / corruption cases investigated by IMA
Provide additional auditing / investigative services when necessary
Provide coordination for any internal auditing training that may be required for PHI and IP anti-corruption leads.
Strengthen links between social accountability and anti-fraud/corruption activities within ASSP.
Candidates for this post will have the following knowledge, abilities and skills:
Certified auditor with at least 5 years’ experience auditing projects and institutions.
Experience with forensic auditing will be a plus.
Familiarity with the structure, functions and policies of the National Health Service at the national and provincial levels.
Strong oral communication skills.
Ability to write clearly and succinctly.
Strong diplomatic and facilitating skills.
Strong sense of personal integrity and accountability.
Willingness to travel to isolated rural health facilities under difficult circumstances.
Excellent working knowledge of MS Office tools for text editing, data collection, analysis and public presentations.
